Specific Role Purpose


To provide general professional engineering support for the Force’s estate, with specific responsibility for providing electrical engineering support, ensuring that all electrically based building services are safe, of good quality and work well within budget and time constraints


Key Responsibilities



  • To oversee maintenance and improvement work in buildings, including identifying and proposing opportunities for upgrading and replacing equipment and installations

  • To contract manage multiple maintenance contracts across different disciplines, ensuring contracts are properly specified, tendered, procured and managed during the life of the contract, dealing with all quality, safety, programme and financial matters that arise.

  • To prepare contract documents, drawings and specifications for projects and to prepare budget costs. To support the development of stock condition budgeting, including identification of equipment replacement needs and costs.

  • To project manage the installation or modification of plant, equipment and building related systems and the delegated budgets assigned.

  • To assist the Force Engineer in developing and maintaining building standards for the Force and keep up to date with legislation, technical innovations and operational requirements.

  • To assist in developing health and safety information relating to services to ensure safety standards are maintained.

  • To recruit and manage the consultants and contractors needed to assist with discharging the responsibilities of the post, including resolving any performance or payment problems.

  • To assist the Force Engineer in ensuring that all statutory inspections, testing and certification is carried out correctly.

  • As assigned, to lead investigations of equipment and system faults, failures and poor performance; to find solutions within cost limits and to implement effective corrective and preventative actions.

  • To maintain accurate, secure, accessible and up-to-date records, including overseeing the records produced by others.

  • To provide technical advice to colleagues within Property Services and to non-technical building users.

  • To assist the Force Engineer in promoting good energy efficiency and to undertake engineering activities to improve energy efficiency.

  • To monitor and adjust the operation of buildings and equipment, both directly and through remote control systems.

  • To ensure that the Force’s policy and plans for diversity are properly realised in all aspects of the role, including contractor behaviour.

  • To engage in continuous professional development and to keep skills and knowledge relevant and up-to-date, including being the team’s expert and Force lead on a portfolio of building services.

  • To carry out any other duties commensurate with the purpose and grading of the post that may from time-to-time be determined


Essential Competencies:



  • Degree in an electrical engineering related subject or an HNC with professional membership of an engineering institute, both with five years building services experience working at a professional level.

  • A good general knowledge of building services, with more detailed knowledge sufficient to act as the force internal expert for at least five disciplines (e.g. high voltage, low voltage, lightning protection, PAT, generators, Intruder and fire alarm systems; this list is not exhaustive).

  • Familiarity with Building Regulations and the legislation and common standards relating to building services, especially the IET Wiring Regulations.

  • Proficient in the use of common IT tools such as MS Office.

  • Ability to work with minimum supervision and to prioritise workloads


Desirable:



  • Working understanding of police contract and procurement procedures.


Essential Skills



  • Comprehensive understanding of the application of Health and Safety legislation in the workplace and construction industry. 

  • Excellent interpersonal and negotiating skills.

  • Proven ability to manage multiple activities concurrently in a multi-site working environment.

  • Ability to effectively manage multiple service contracts with values >£100K pa, including commercial arrangements and supplier performance.

  • Good problem-solving skills, including the ability to create and use statistics and structured experimentation.

  • Project management skills, especially planning and risk management.

  • Ability to work under pressure with competing demands

Vetting


Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.


 


Medical


Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.


Probationary Policy:


Under the Probation Policy, if you are currently in your probation period, “during your probationary period you will not be permitted to apply for alternative police staff roles within the Force unless there are exceptional circumstances.
