Job Description

Senior Engineer, Electrical

 

1.            KEY OBJECTIVES

 

  • Ensure supervision of technical engineering support of safe, efficient Production Operations in the Sarawak and Sabah Blocks.

 

  • Ensure that Production requirements and safe Production operating practices and procedures comply with Management System while meeting all environmental and legislative requirements.

 

 

  1. PRINCIPAL ACCOUNTABILITIES

 

  • Ensure that Modification of Change (MOC) system, that logs, documents, and engineers any change to any offshore facility under the specific SMS procedures.

 

  • Co-ordinates and lead Maintenance Electrical team to provide:

 

      1. Full technical services to the Head of Maintenance Engineering and Reliability, Head of Malaysia Sarawak Assets, Head of Malaysia Sabah Assets and offshore team to ensure continued hydrocarbon production in a safe and efficient manner.

 

      1. Brownfield technical services to the Head of Maintenance Engineering and Reliability, Head of Malaysia Sarawak Assets, Head of Malaysia Sabah Assets and offshore team.

 

      1. Commissioning and startup teams to Production Department on MOC work.

 

      1. Specialist optimization team to analyze and resolve operational production issues.

 

 

  • Liaise with offshore and onshore management, support groups and Project, ensuring good communication levels are maintained and provide Operations input into all phases of Sarawak and Sabah Oil & Gas Operation Production and other future Projects.

 

  • Conversant with all relevant safety codes and operating procedures ensuring that these are followed and improved to ensure that the safety of all operations is maintained.

 

  • In conjunction with onshore support groups assist in planning and coordinating all major activities including:

 

    1. Startup and commissioning.

 

    1. Planned shutdowns.

 

    1. Programmed maintenance.

 

  • Evaluate simultaneous operations and their impact on the integrity of the field facilities ensuring procedures are in place to action and respond effectively to any situation.

 

  • To be the Subject Matter Expert (SME) for all Electrical and HV/LV power distribution systems.

 

 

  1. KEY AUTHORITIES

 

  • As Senior Electrical Engineer, free to act within the authorities granted by the Head of Maintenance Engineering and Reliability (PBF/M).

 

  • Budgetary freedom is within limits specified by the Head of Maintenance Engineering and Reliability (PBF/M).

 

  • Engineering support optimizes production, maintains targets and fulfills companies’ hydrocarbon export expectations.

 

 

  1. SAFETY RESPONSIBILITIES

 

The primary responsibilities of the Senior Electrical Engineer are:

 

  • Shared responsibility for the health, safety and welfare of all persons at the Operations Site, including staff, contractors and visitors and for local environmental safety.

 

  • Manage the activities and operational work program as supervised by the appropriate Supervisors / Superintendents.  Ensuring that the operations and activities are performed in accordance with the applicable Management System, Policies, Procedures, work instructions and regulatory requirements.

 

  • Motivate, consult with and ensure the participation of the Maintenance team and visiting contractors, in the ongoing development and implementation of safety at the workplace.

 

  • Ensure that all contractors and vendors who perform standard and specialist work in the field are made aware of their responsibilities for managing health, safety and emergency response.

 

  • Ensure regular inspections and all maintenance requirements are performed on Process equipment and Emergency Shut-down Systems.

 

 

  1. WORKING RELATIONSHIP

 

  • Head of Maintenance Engineering and Reliability (PBF/M), Field Manager, Field PIC, Platform/Facilities PIC, Offshore Production Team, Onshore Production Team and all Maintenance teams Sarawak and Sabah.

 

  • Sarawak, Sabah and Peninsular Project, Facilities and Production Team.

 

  • On board short-term contract and technical staff and all visitors.

 

  • Good relations must be maintained with personnel on all facilities and KL office.

 

 

  1. QUALIFICATIONS AND EXPERIENCE

 

Mandatory

 

 

    • Malaysian Citizen.

 

    • Possess a Degree, Diploma (subject to consideration) or the equivalent qualification to a degree in Electrical Engineering from a recognised university or institution.

 

    • Electrical Engineer registered with the Board of Engineers under the Registration of Engineer Act 1967.

 

    • Competent Electrical Engineer (33kV) authorized by Electrical Inspectorate Unit (EIU) Sarawak.

 

    • A minimum of 15 years’ experience in hydrocarbon production industry environment in a supervisory capacity, working experience in an environment where electrical equipment is in operation and has had experience of controlling live equipment preferable in Oil & Gas plant / platform.

 

    • A minimum of 10 years’ experience associated with hydrocarbon production and offshore production floating facilities in a supervisory capacity.

 

    • He has sufficient knowledge of modern electrical engineering practice, including the principles of operation of equipment used for generation, transmission, distribution, utilisation, protection and metering in electrical installation and energy efficiency management.

 

    • Hand-on, sufficient knowledge and practice on Preventive Maintenance (PM) and Corrective Maintenance (CM) especially electrical troubleshooting tasks.

 

    • He has sufficient knowledge of first aid, resuscitation, and treatment of electric shock.

 

    • He has sufficient knowledge of the Ordinance and any rules made by Chief Electrical Inspector.

 

    • Previous employment history in engineering & maintenance.

 

    • Strong personal and interpersonal skills with flexibility to meet the fluctuating needs of operations support.

 

    • Strong communication skills for working with, understanding and motivating Malaysian national personnel. 

 

    • Strong team building skills.

 

    • A sound knowledge of the business drivers affectin.

 

    • Specific knowledge of oil production, rotating equipment, water injection, gas lift, compressor and etc. plant.

 

    • Specific knowledge in power generation, transmission, distribution, HV switching, Operation and Maintenance requirements, and to be covered “Onshore” and “Offshore”.

 

    • Experience in auditing for Integrated Operational and Asset Integrity (IOAIA), Offshore Self-Regulatory Management System (OSRMS), OTR-OEMS, Procurement Audit and having the audit authorization from SIRIM is an advantage.

 

    • Sound knowledge of Project, Construction and Commissioning activities, with previous experience in one or more Malaysian construction sites.

 

    • Sound knowledge of training, Competency-based Training and Assessment (CBTA) and technology transfer issues in Malaysian environment.

 

    • Experience of Performance Standard SCE, PCE and BCE.

 

    • Experience of Contract Management, to execute, using and close the contract.

 

    • Valid BOSET / HUET training.

 

    • Control of Major Emergencies training.
