OPEN/PROMOTIONAL EXAMINATION - SIX MONTHS PROBATION PERIOD

Under general direction of senior management, this classification performs difficult professional engineering work and assists in training and directing subordinate staff.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with the highest level of customer service and ethical standards.
Prepares and/or supervises the preparation of designs, specifications, plans, estimates, studies and reports involved in the construction, maintenance and operation of an electric utility and communication system.
Performs power systems studies and failure analysis.
Reviews and analyzes costs, and conducts cost-benefit studies in the construction and operation of the electric utility system. Conducts long-range planning studies.
Supervises and participates in engineering and research investigations.
Prepares engineering specifications, request proposals, staff reports, and contract documents. Analyzes bids, and prepares and oversees contracts.
Oversees projects, including the budgeting, scheduling, resource planning, monitoring and controlling.
Meets with the public and representatives of other agencies regarding engineering and construction requirements. Represents the Department in committees and industry associations.
Reviews construction work for compliance with industry and safety standards, engineering specifications, and design requirements.
Supervises employees in the Electrical Engineering Office or Power Supply Group in assigned engineering tasks. Reviews and evaluates employees' job performance and recommends appropriate personnel action.
Ensures that all work practices and documentation are in compliance with existing and future industry and safety standards, such as the North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) Reliability Standards, the General Industry Safety Orders (95, 128 and 165), the National Electricity Safety Code (NESC), the National Electrical Code (NEC), and the California Occupational Safety and Health Administration (Cal/OSHA).
May drive on City business depending on the needs of the position.
Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.
Develops designs for the overhead and underground transmission and distribution system, electrical substations, SCADA, generating plants, pumping facilities, and street lighting system.
Performs other related duties as assigned or as the situation requires.
Experience
Two years of professional experience in electrical engineering, including one year in the electric utility field.
Education/Training
Bachelor's Degree in Electrical Engineering or a related field.
License(s)/Certification(s)
Valid Class C California driver's license.
Registration as an Electrical Engineer with the California State Board of Registration for Professional Engineers.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).
Note
An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
There is no recognized equivalent for registration as an Electrical Engineer with the California State Board of Registration for Professional Engineers.
